This is an Aspire USB charger used on devices that take a charge via ego-adaption (screw-on type charger). To charge your device: screw the charger into your 510 connection on your vape device and plug the opposite end into a usb port. Your device may light up or may not depending on what device you have. An easy way to know if your battery is charging is to use a USB detector which works well with any USB charging device, even for usb phone chargers!
